2017 年 9 月，美國三大個人信用局之一的 Equifax 由於黑客攻擊，泄漏了 147 million 美國用戶的個人重要信息，大概一半的美國人都收到影響。Equifax 和聯邦貿易委員會達成 settlement，會拿出 $425 million 進行賠償，現在可以領取了。

【2019.12 更新】果然不靠譜…
我們在 7 月份寫這篇文章時候，就對 $125 賠償金額有很大疑問。根據 foxbusiness 的最新消息，這個金額果然是非常不靠譜的。
如果大家都領取賠償，每個人只能拿到 21 cents 賠償，是的你沒看錯，只有 21 cents。
原因是 Equifax 同意為 settlement 賠償 $575 million 到 $700 million，但是只有一小部分 31 million 的錢用來這部分的賠償。
總共有 147 million 用戶受影響，算算就是每人幾十 cents 了。
「Because the total amount available for the alternative compensations is $31 million, each person who takes the money option is likely to get a very small amount.」
「If everyone affected by the breach filed a claim for the money, each would get just 21 cents.」
之前介紹過，賠償有兩種選擇：1）10 年免費信用監測 2）或現金賠償
目前是 3.3 million 用戶已經選擇了信用檢測，超過 4.5 million 用戶選擇現金賠償，提交的截止日期是 2020 年 1 月 22 日，也就是說還會有更多的人申請。
即使按照 4.5 million 已經申請現金賠償的用戶數量算，每人獲得的最高金額也不到 7 刀。
當時說每人賠償最高 $125… 真是讓人呵呵呵…

如果受影響，可以做什麼？
有兩種選擇，10 年免費信用監測，或者最高 $125 cash payment 賠償。
10 年免費信用監測包括
- 至少 4 年 Equifax, Experian, and TransUnion 三家信用局的監測，和 $1,000,000 identity theft insurance
- 額外最多 6 年 Equifax credit report 免費監測
有些文章寫至少 $125 賠償，其實不是的。
Equifax 在這裡寫得很不明確，說的是「如果你已經有了至少 6 月的 credit monitoring，那麼會給現金賠償 up to $125」。
額外的現金賠償
如果因為信息泄漏有額外的損失，會賠償最高 $20,000，包括
- Losses from unauthorized charges to your accounts
- The cost of freezing or unfreezing your credit report
- The cost of credit monitoring
- Fees you paid to professionals like an accountant or attorney
- Other expenses like notary fees, document shipping fees and postage, mileage, and phone charges
因為處理泄漏的事情花費的時間，可以賠償 $25 每小時，最多 20 hours，但是需要證據
- If you submit a claim for 10 hours or less, you must describe the actions you took and the time you spent doing those things
- If you claim more than 10 hours, you must describe the actions you took AND provide documents that show identity theft, fraud, or other misuse of your information

Equifax 作為三大信用局之一都直接泄露信息，也是太不靠譜了。而且他們公司知道信息泄漏之後，當時的 CIO 竟然拋售了大量股票，妥妥的 insider trading，今年初已經被判刑，還是一位華人….
即使這次泄漏事件這麼嚴重，今天剛爆出新聞，Equifax 還要給 CEO 發了 $20 million bonus
我周圍的很多朋友賬戶都受到影響，比較奇怪的是 Equifax 聲稱對 147 million 用戶賠償 $425 million，平均每個人不到 $3 刀，那又怎麼算出來 $125 的呢，難道是賭許多人不領么。
